Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Update Pharos Dashboard Deploy Job and Disable"
  - Update Pharos Dashboard Deploy Job and Disable

    Copying the keys required for talking to JIRA and disabling the job
    until chages can be tested to ensure a deploy runs successfully.
