Remove retired Committers

Dan Druta (dd5826@att.com), Ulas Kozat (Ulas.Kozat@huawei.com), and
Marc Flauw (marc.flauw@hpe.com) are no longer active and have
agreed to retire from their Committer roles.
Emails have been forwarded to opnfv-tsc and opnfv-helpdesk.
