Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Updates CSIT env files

    NovaPlacementApi is not needed on compute nodes and is not default on
    compute nodes upstream, so removing it. Also adds clustercheck and sql
    clients to the both roles.
