Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Update Pharos Backup Job"
  - Update Pharos Backup Job

    Moves the backup location to a directory that Jenkins can write to, and
    since this only runs a docker container there is no need to clone any
    repositories.
