Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "fuel, armband: Hard set dovetail stream to master"
  - fuel, armband: Hard set dovetail stream to master

    Fuel and Armband Euphrates jobs are always marked as failed, even
    when at least one sub-job passes, due to missing Dovetail job for
    that respective stream.
