Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "xci: scripts: start-new-vm.sh: Make VM specs configurable"
  - xci: scripts: start-new-vm.sh: Make VM specs configurable

    We should be able to configure the VM specs so we can fit it
    in smaller environments.
