Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "Install opera via python package"
  - Install opera via python package

    It should be noted that the other OPNFV projects cannot currently be
    installed via python packages for many reasons (e.g. binaries not
    included, no setup.py...).
