Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Promote Cédric Ollivier to Committer on Releng"
  - Promote Cédric Ollivier to Committer on Releng

    Cédric has been involved in releng since 2017 and submitted numerous
    reviews and patches. As Functest is an integral part of our CI jobs, it
    is important that he be able to merge patches.
