Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Disabling Gluon RPM puild job"
  - Disabling Gluon RPM puild job

    Disabling the Gluon rpm build job because the Gluon scenario won't
    be included in the Euphrates release. The Danube build and deploy
    job use the already built artifacts.
