Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - Merge "[odl] Configure Odl memory requirements"
  - [odl] Configure Odl memory requirements

    Odl scripts present in /opt/opendaylight crash with
    out-of-memory errors and we cannot use them so we add more memory
    to the ODL virtual machine and to the JVM.
