Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "jjb: xci: Do not check for the WORKSPACE variable"
  - jjb: xci: Do not check for the WORKSPACE variable

    The WORKSPACE variable is always set so we do not need to check it
    in the script.
