Updating PTLs and committers

Sofia Wallin stepped down earlier this year as PTL. The Anuket TSC has
chartered the Community Coordination Committee with the role of
overseeing the Anuket documentation instead. Adding Scot and Beth,
members of the CCC, as PTLs accordingly.
