Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Align Compass with CI Evolution Phase 1"
  - Align Compass with CI Evolution Phase 1

    Compass doesn't require deployments to happen on the same machine as the
    builds and needs to have 'compass-build-iso-{stream}' renamed in
    order to align with CI Evolution Phase 1.
