Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Merge "Removes building OVS 2.6.1 with NSH"
  - Removes building OVS 2.6.1 with NSH

    For master(Pike) we wont need this anymore since OVS 2.8 will have built
    in support for NSH.
