Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Apex: Attempt to fix apex-virtual parallel execution

    Remove passing node params and enable global queue scanning.  Hopefully
    this will allow 2 apex-virtual jobs to run at the same time (1 per each
    slave).
