Update git submodules

* Update docs/submodules/functest from branch 'stable/fraser'
  - Clean the default security group

    It's not removed when deleting the users and the projects.

  - Stop creating network resources in tempest

    fixed_network_name is not used in neutron or nova gates [1].
    It may bypass juju bug (subnet discovery).
