Update git submodules

* Update docs/submodules/dovetail from branch 'master'
  - Merge "skip ha and rename tempest.conf"
  - skip ha and rename tempest.conf

    1) ha testcases need node configure file, skip it temporarily
    2) tempest.conf-->refstack_tempest.conf, then it will not covered
       by other tempest testcases, can used for users to debug
