Update git submodules

* Update docs/submodules/clover from branch 'master'
  - Merge "fix the sdc sample deploy issue"
  - fix the sdc sample deploy issue

    there is a issue "No module named google.protobuf",
    when trying to run the services docker.
    Add the protobuf in services Dockerfile.
