Update git submodules

* Update docs/submodules/armband from branch 'master'
  - u/fuel: Bump & rebase for ODL fix after Pike mv

    Upstream changed salt-formula-neutron to have custom, dedicated
    configuration for Pike, silently breaking our ODL support.
