Update git submodules

* Update docs/submodules/releng from branch 'master'
  - xci: Stop triggering the verify job if there is no code change

    The job doesn't need to be triggered if there is no code change, eg
    commit message updates.

    The remnants of previous directory structure is also removed from
    gerrit trigger/forbidden-file-paths.
