Update git submodules

* Update docs/submodules/functest from branch 'stable/fraser'
  - Switch to Python3 divide in cloudify_ims

    The code simply asks for python3 divide else only live_test = 100% is
    considered as successful [1].

  - Switch from OS_ENDPOINT_TYPE to OS_INTERFACE

    It also set endpoint_type to public in tempest.conf if unset.
