Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "xci: AIO: Disable tempest on AIO"
  - xci: AIO: Disable tempest on AIO

    In a similar fashion to the rest of the flavors, we disable the
    tempest tests.
