Update git submodules

* Update docs/submodules/snaps from branch 'master'
  - Merge "Support network configuration overridden"
  - Support network configuration overridden

    When the network_type is vlan, the params physical_network and
    segmentation_id should be accepted as arguments when creating
    network.
