Update git submodules

* Update docs/submodules/snaps from branch 'master'
  - Merge "Grant the new user to os_creds.project_name"
  - Grant the new user to os_creds.project_name

    For the test test_create_admin_user, the new user is
    granted to the project "admin", so the role retrieval
    is None with os_creds.project_name, which is not "admin".
