Update git submodules

* Update docs/submodules/snaps from branch 'master'
  - Refactoring of StackSettings to extend StackConfig

    StackSettings and heat_utils have a runtime cyclical
    dependency. This patch reduces this dependency and
    deprecates the StackSettings class.
