Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "xci: scripts: start-new-vm.sh: Fix default test case"
  - xci: scripts: start-new-vm.sh: Fix default test case

    Export XCI_FLAVOR to mini to minic the CI. Moreover, fix the
    script to not use relative paths.
