Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Fix neutron-opendaylight-sriov.yaml path

    In latest THT upstream, environment file neutron-opendaylight-sriov.yaml was
    moved to services folder. Updating references in Apex to avoid deploy failure.
