Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "[qtip] refactoring ci scripts"
  - [qtip] refactoring ci scripts

    - manage help scripts in qtip repo instead of releng
    - call entry script in qtip from releng
