Update git submodules

* Update docs/submodules/qtip from branch 'master'
  - Merge "Skip container and docker image clean up"
  - Skip container and docker image clean up

    - This helps to use the cache on CI pod and reduce build time.
    - Dangling containers and docker images will be cleaned up in a
    separate periodic job.
