test_spec: LTD: Missing Pre-requisites in some of the "new" tests.

A few of the tests should call out a prerequisite.
LTD.MemoryBandwidth.RFC2544.0PacketLoss.Scalability
and
LTD.Scalability.RFC2544.0PacketLoss
are examples.
