Update git submodules

* Update docs/submodules/releng from branch 'master'
  to 576d2ef48920bd5ad2f3c0d9aa1395682eae00a6
  - Fixes LaaS Build Failure

    In the change from pharos-tools -> laas, the directory
    structure changed. This correctly sets dockerdir for
    the LaaS docker build jobs.
