Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - mcp/user-data: Pin saltstack repo to 2016.11

    Latest saltstack repository recently pushed a new version of
    "salt-api" which breaks compatibility with current Fuel@OPNFV code.

    For now, let's pin saltstack repo to the most recent stable version.
