Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "xci: Ensure using flavor inventory"
  - xci: Ensure using flavor inventory

    This is needed in order to configure target hosts that are in the
    flavor inventory file rather than what is there by default, which
    is aio.
