Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - [noHA] Add dedicated cinder volume for virtual cmp

    Replace loop device LVM-backed cinder volume with a dedicated
    /dev/vdb drive.
    This is another small step towards bringing noHA to baremetal.
