Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - xci: Make few of OpenStack-Ansible components optional

    Ironic and Horizon are not quite needed for a functional deployment
    and they are not currently required by functest so we can remove them
    from the default deployment.
