Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Add functest-healthcheck alpine to xci-verify-healthcheck-macro"
  - Add functest-healthcheck alpine to xci-verify-healthcheck-macro

     - add the rc file retrieval in fetch_os.sh
     - adapt alpine to split healtcheck from daily
     (healthcheck + smoke + features)
     - adapt the xci builder
