Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "bifrost: Do not run virsh commands if it's not installed"
  - bifrost: Do not run virsh commands if it's not installed

    Check if 'virsh' is available before trying to remove the VMs:
