Update git submodules

* Update docs/submodules/qtip from branch 'master'
  - Merge "Consume OPNFV TestAPI to push results"
  - Consume OPNFV TestAPI to push results

    push_results will be triggered after a benchmark run is completed.

    - Added Validation before the information to be sent to testapi
    - A validator is added as a decorator for this
