Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "Allow live migration related tests to run"
  - Allow live migration related tests to run

    For tempest or rally, if there are more than 1 compute node, live
    migration related tests should not be skipped or blacklisted if
    shared storage is enabled via ceph.
