Update git submodules

* Update docs/submodules/pharos from branch 'master'
  - Merge "Remove inactive committers"
  - Remove inactive committers

    Removed committers have not touched the project in over a year

    I will ask the TSC to ammend the by-law on removing committers, so that
    It can be done by vote if a committer is inactive for a long period
