Update git submodules

* Update docs/submodules/doctor from branch 'master'
  - Merge "Adding PYTHON_ENABLE option"
  - Adding PYTHON_ENABLE option

    This option will be removed, once we confirmed tox/python testing code
    works fine and functest trigger has changed from 'run.sh' to 'tox'.
