Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "KVMFORNFV:  Modifying forbidden-file-paths."
  - KVMFORNFV:  Modifying forbidden-file-paths.

    This patch is used to add forbidden-file-paths so that kvmfornfv
    verify job will not be triggered if the patch includes changes
    only to docs/
