Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Disable fuel/mcp ci jobs on zte-pod3"
  - Disable fuel/mcp ci jobs on zte-pod3

    The ci jobs on zte-pod3 failed many days.
    Disable the mcp ci jobs on it.
    And the pod will be used for another installer.
