Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "fuel, armband: verify jobs: Fix race condition"
  - fuel, armband: verify jobs: Fix race condition

    On rare occasions, Fuel/Armband verify jobs can get into a deadlock
    on nodes with exactly 2 executors.
    Add a build blocker to prevent such scenarios.
