Update git submodules

* Update docs/submodules/releng from branch 'master'
  - xci: Enable patchset verification for xci

    This job gets triggered when a new patchset to xci is created.
    Currently only the deployment is run and healthcheck will be activated
    once xci is adjusted for functest.
