Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Clean /etc/rally.conf

    Else rally_sanity may print logs in tempest_smoke res dir.

  - Update restack defcore sync

    It stops depending on refstack_client which cannot work till
    OpenStack Queens.
