Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - xci: scripts: start-new-vm.sh: Ensure we enter the correct root directory

    All clean VM operations should be performed within the root directory of
    the releng-xci repo so make sure we are there.
