Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Fix minor yamllint violation in jjb/moon/moon.yml"
  - Fix minor yamllint violation in jjb/moon/moon.yml

    Without a '|' after the shell builder declaration yamllint will think
    the bash directive is a comment.
