Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Make jinja templaing check non-voting

    Rather than chasing a moving target we will make this securedlab check
    non-voting.

    Will make it voting again once we have a consensus on the PDF file

    This patch will allow me to merge
