Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Fix ansible installation for non-root"
  - Fix ansible installation for non-root

    Currently ansible was set to be installed with pip, but
    this fails for non-root user. Instead of that, execute
    pip with --user flag, so we don't need root permissions and it
    is only installed for the current user.
